Guddidaas (Steering committee) waxay Soomaalidu ku lahayd 3 xubnood oo ay soo kale magacaabeen Wasiirkii Duulista Hawa iyo Gaadiidka Cirka ee Somaliland Maxamuud Xaashi Cabdi iyo Wasiirkii Qorshaynta ee Dawladda Federaalka Ku Meel Gaadhka Cabdi Weli Cali Gaas.

Shirkaas oo ay Steering Committee-gu u soo bandhigeen hay’adda ICAO iyo CACAS:

1.In laga bilaabo 15ka May 2013 saacaddu marka tahay 06:00hrs (03:00 GMT) dhammaan duulimaadyada UNHAS la xayiray, diyaaradaha hadda fadhiya airports-ka Somaliland la joojiyey ilaa uu war danbe soo baxayo [Tixraac Notam-ka hadda] ee khuseeya arrinta.

4.In laga bilaabo manta oo ah 14-ka May 2013 ay UNDP/ICAO iyo CACAS-ba ay noo xidho wixii aanu xaq u lahayn ee project-ka ka mid ahaa ilaa inta aanu helayno ama naloogu soo gudbinayo qaybtayada aanu ku Air Navigation Charges dariiqa IATA.

Taasoo ay xukuumadda Somaliland ay shirkii lagu ballansanaa ee ka dhacayey Turkiga ee loogu magac daray Isntanbul ee qabsoomayey 7 – 9 July 2013 ku dareen qodobka maamulka hawada oo ay Somaliland shirka geysay qodobkan Hawada oo dhigayaa:

1.In la sameeyo laba FIR (Flight Information Regions) oo kala ah Mogadishu FIR iyo Hargeisa FIR kala madax bannaan oo Soomaaliya iyo Somaliland ka maamushaan.

2.In La sameeyo Somali Joint Aviation Control and Management Centre oo ay wada maamulaan Soomaliya iyo Somaliland iyadoo ay harunteeduna noqon doonto Hargeisa, maamulkuna uu ka boonaan doono 4 xubnood oo si isleeg loo qaybsado maamulka iyo dhaqaalaha ka soo baxa Air Navigation Revunue-ga.

3.In inta si uun lagu heshiinayo ay hawsha sii wadaan hay’adda ICAO ama CACAS.

Shirkaas oo laba maalmood socday, khilaaf badanina soo kala dhex galay ayaa gebogabadii ay xubnihii ka socday Dawladda Federaalka ee Soomaaliya (DFS) ay ogolaadeen in sameeyo Somali Joint Airspace Control and Management oo fadhigiisuna noqdo Hargeisa. Waxaa heshiiskaa dhanka Somaliland u saxiixay Wasiirkii Arimaha Dibedda Dr Maxamed Cabdillahi Cumar, halka uu dhinaca Dawladda Federaalka Soomaaliyana uu u saxiixay Wasiirka Arrimaha Gudaha Cabdikariim Xuseen Guuleed isaga oo goobjoog ka ahaa wasiirkii Turkiga u fadhiyey Soomaaliya.

Waxaa hadaba ay xukuumadda Somaliland ay ka gaabisay inay nuqulo ka mid ah heshiisyadii Istabul I ee lagu heshiiyey 7 – 9kii July 2013 iyo Istnabul II oo lagu heshiiyey 18 January 2014 u gudbiso ICAO Headquarter Montreal si ay ugu war geliyaan heshiiska dhex maray iyaga (Somaliland) iyo Soomaaliya.
